Anticipated Gambling Laws and Regulations in Brazil for the Year 2025
Brazil has embarked on a journey to regulate its gambling sector, with a focus on online betting and sports betting, since early 2023. The country has officially launched its regulated online betting and gambling market, and the regulatory framework is evolving with increased government oversight and taxation.
Online Betting Regulations
The Brazilian government has issued 68 licenses for online gaming and sports betting, with operators required to meet strict standards on financial transparency, responsible gambling, and compliance. Ordinance No 722 defines the technical and information security standard that must be adopted by betting operators and their service providers.
Operators must obtain licenses, and a tax system based on gross gaming revenue (GGR) is expected. The market has already generated significant tax revenues for the government, with approximately BRL 3.87 billion (approximately $699 million) collected in the first half of 2025.
To ensure responsible gambling, operators are required to implement stringent registration and authentication procedures, deposit limits, self-exclusion mechanisms, and policies regarding KYC. They must also analyze betting patterns and user groups to prevent money laundering and problematic gambling behaviors.
Advertising will be tightly regulated to prevent targeting minors and vulnerable groups. Facial biometrics must be registered upon registration, and operators can register other types of biometrics for logging into the betting platform.
Land-Based Casinos: A Delayed Legalization
The legalization and regulation of land-based casinos remain pending. The Senate has postponed the vote on a bill (PL 2234/2022) that would authorize casinos, bingo halls, and other games of chance until 2026. The bill was withdrawn from the agenda in July 2025 and is expected to be reconsidered only next year, with pending responses from government bodies and likely further committee reviews.
The delay in land-based casino legalization is due to concerns about gambling addiction and social impacts. The government seeks to establish comprehensive regulation to ensure player safety, fair play, and economic benefits but retains a cautious approach, favoring stricter controls and tax regimes over time.
Prohibited Individuals
Individuals prohibited from betting include those with considerable influence on operators, public employees, sportspeople, individuals diagnosed with a gambling addiction, and more. These prohibited individuals must be integrated into the KYC process for operators.
