China's Consul General based in Three Rivers City

On August 4, 2025, Passau, a picturesque town in Bavaria, Germany, welcomed an esteemed guest. QIU Xuejun, the General Consul of the People's Republic of China in Munich, made his first official visit to the charming city.

The visit, hosted by Mayor Jürgen Dupper, took place at the Old Town Hall in Passau. Before signing the guestbook, General Consul Qiu Xuejun presented Mayor Dupper with a gift, and in return, received a book about Passau and a bottle of abbey wine.

QIU Xuejun has been serving as the General Consul in Munich since November 2024. His diplomatic career spans across continents, with previous posts in the United States, including Deputy General Consul in San Francisco, Counsellor, and General Consul in the Chinese Embassy area. He also served as Ambassador in Eritrea and Namibia.

The visit was significant for both Passau and the Free State of Bavaria, as QIU Xuejun is responsible for the consular care of the region. The meeting between General Consul Qiu Xuejun and Mayor Dupper focused on intercultural exchange and dialogue between China and Bavaria. Discussions included culture, economy, and tourism, as well as current issues such as customs union and future economic relations.

Passau has been regularly visited by Chinese guests who appreciate its historic old town, scenic beauty, and cultural diversity. The city's partnership with Liuzhou, a major communication hub and an economic and industrial center in Guangxi Zhuang, was a key topic during the visit. Liuzhou is a pilot city for comprehensive economic and political reforms in the People's Republic of China.

The visit also highlighted the educational ties between the two regions. Currently, 63 students from the People's Republic of China are enrolled at the University of Passau, fostering a cultural exchange that benefits both parties.

In conclusion, General Consul Qiu Xuejun's inaugural visit to Passau was a celebration of culture, partnership, and mutual respect. It marks a significant step in strengthening the relationship between China and Bavaria, and promises a bright future for cultural and economic exchange between the two regions.
