Confirmation of Timing: Did the Winter Parliament Session get delayed during UPA's administration tenure?
In the years 2003, 2008, and 2013, general elections were held in several states of India, including Chhattisgarh, Madhya Pradesh, Rajasthan, Delhi, and Mizoram. These elections, which took place in November/December of each year, had a significant impact on the parliamentary sessions that followed.
In 2003, the winter session of parliament began on the 2nd of December and ended on the 23rd. However, in 2008, the session was divided into two parts due to the elections. The first part took place from the 17th of October to the 24th, and the second part resumed on the 10th of December and concluded on the 23rd. Interestingly, the last day of polling in 2008 coincided with the start of the winter session.
The year 2013 saw a similar scenario, with the winter session being held from the 5th of December to the 18th. Once again, the last day of polling in the states coincided with the start of the parliamentary session.
It's worth noting that in all three years, the ruling parties at the time - the National Democratic Alliance (NDA) in 2003 and the United Progressive Alliance (UPA) in 2008 and 2013 - seem to have postponed the parliament session for the sake of state elections.
The reason for the delay in the start of the winter session in 2013 is attributed to scheduling adjustments after elections or coalition negotiations, a common occurrence in parliamentary systems. The Bundestagโs schedule sometimes shifts due to changes in the electoral calendar and parliamentary procedures, but no specific unusual event for the 2013 November start is documented.
This pattern of postponing parliament sessions for state elections is not unique to India and is a common practice in many parliamentary democracies. It underscores the importance of state elections in the political landscape of the country and the need for careful coordination between the central and state governments to ensure smooth functioning of both the legislative and executive branches.
