Construction Sites in Dresden: Unethical Financial Management and Exploitation of Workers in Black Labor Sector

The Financial Control Schwarzarbeit of the Main Customs Office Dresden carried out extensive inspections in the construction industry on June 16, 2025. A total of 100 customs officers were involved in these inspections, focusing on eight construction sites in Dresden, Leipzig, East, and North Saxony.

More than 260 employees from 60 companies were encountered and questioned about their employment relationships, and 65 cases were identified that require further investigation.

The construction industry is particularly affected by black work and illegal employment, with complex company structures, evasion methods, and concealment requiring a risk-oriented approach and meticulous investigation. All employers, regardless of their registered office, are obligated to pay the minimum wage if they employ workers in Germany.
