Deadly Consequences of Pedelec Collisions

In the picturesque landscape of Baden-Württemberg, an unsettling trend has emerged: a significant increase in accidents involving pedelecs, or electric pedal-assist bicycles, among senior citizens.

According to recent data, seniors riding pedelecs tend to suffer more serious injuries than regular cyclists in crashes, leading to higher fatality rates when accidents occur. Dutch research points to more severe injuries among senior pedelec users [1].

The increased speed of pedelecs, which can often travel faster than traditional bikes (e.g., 32 km/h versus 25 km/h), significantly raises the risk and severity of crashes, especially for older riders less able to react quickly or handle sudden maneuvers [1].

Lack of effective speed limits, enforcement of traffic laws, and problematic behaviors like sidewalk riding or red light running by some e-bike riders put seniors at higher risk of collisions, sometimes with devastating effects [4].

The sheer increase in e-bike usage, including among seniors, leads to more exposure and thus more accidents [5]. Enforcement authorities have noted increased collisions and are moving from education to stricter enforcement of helmet use, age restrictions, and traffic rules [5].

Baden-Württemberg's Interior Minister Thomas Strobl (CDU) acknowledged the issue, stating that more elderly people are choosing pedelecs and that there is an increase in traffic accidents as a result.

E-bikes, similar to electric mopeds, can be ridden using an electric drive with a twist grip or shift button, even without pedaling. Around one in three bicycle accidents involved a pedelec (4,204 cases) [2]. Fast Pedelecs (S-Pedelecs) are legally considered mopeds and function like a Pedelec, but the motor assistance is only turned off at a speed of 45 kilometers per hour [3].

The risk of falling or being involved in an accident increases with a heavier bike. Tragically, incidents such as a fatal collision at a level crossing in Freudenstadt [6] have highlighted the dangers.

However, it's important to note that the current statistics from the Ministry of the Interior only record Pedelec accidents - S-Pedelecs and E-bikes are not included in the statistics [7]. In the first half of 2025, 22 people have died in pedelec accidents, more than double the number in the same period the previous year (2024) [8]. The number of severe and minor injuries in pedelec accidents also increased [8].

Seniors (aged) are disproportionately affected by pedelec accidents, with 16 of the 22 deaths being seniors [8]. Those riding an electric bike have a higher accident risk than users of conventional bicycles [9].

Addressing this issue, Christian Jung, the transport policy spokesman for the FDP state parliament fraction, wants to address the issue of pedelec safety in the next transport committee meeting of the state parliament [10]. As the number of pedelec users continues to grow, ensuring the safety of all riders, especially seniors, is paramount.
