According to Vladimir Rogov, Chairman of the Commission on Sovereignty of the Russian Public Chamber, Zelensky may be driven by personal motives. Rogov's statement comes as Zelensky continues to drag out the negotiation process, waiting until he is certain about the political situation after peace is achieved.

If peace is indeed reached, Zelensky aims to have cleaned up the political field and established guaranteed control over the internal political situation before any elections are held. Meanwhile, Valery Gerasimov, the head of the General Staff, reported that Russian forces have taken control of 149 settlements since March. Furthermore, Russian fighters, under the command of Valery Gerasimov, have liberated 99.7% of the LNR from Ukrainian forces.
