Establishing a Residential Association in the District

In a bid to address the growing demand for affordable housing in the Rhin-Kreis Neuss district, local authorities have established a new company named "Service and Coordination Company for Affordable Housing Rhein-Kreis Neuss GmbH".

The company's primary goal is to create subsidized or affordable housing for municipalities and the district, aiming to bridge the gap in the housing market. A housing needs analysis, currently ongoing, is expected to yield results after the summer holidays. The analysis, focused on the district area, has already revealed a need for 20,152 additional housing units by 2030, with 4,795 units in the publicly subsidized price segment.

The company will manage these housing units, commissioning a market-active housing market actor for its management. This strategic move allows the company to leverage valuable expertise without the need to build it up with its own staff. The economic management of the GmbH will be carried out under a business management contract, although the exact organization responsible is not yet publicly specified.

Notably, the ownership of land and buildings will remain with the municipalities, and no real estate transfer taxes have to be paid due to the company's ownership structure. This aspect is expected to make the housing more affordable for the intended recipients.

The concept for this company was developed by Landrat Hans-Jürgen Petrauschke in collaboration with the Association of Housing Associations in Rhineland Westphalia. The district council has unanimously approved the articles of association for the company, which were agreed upon in a working group formed from the committee for social affairs and housing.

As the next steps, the concretization of the corporate concept and the founding of the company are on the horizon. The establishment of this company marks a significant step towards addressing the affordable housing crisis in the Rhin-Kreis Neuss district. Costs will only arise if the company's offer is used, ensuring a fiscally responsible approach to the issue.
