EU finalizes a new trade agreement with Ukraine
The European Commission has reached an agreement on a revised trade deal with Ukraine, marking a significant step forward in the long-term economic relationship between the two parties. This new agreement is a review of the EU-Ukraine Deep and Comprehensive Free Trade Area (DCFTA).
The revised DCFTA is structured around three key principles: level-playing field, a robust safeguard clause, and enhanced trade flows. The level-playing field principle conditions new market access on Ukraine's gradual alignment to relevant EU production standards. This ensures a fair and competitive trading environment for both sides.
The robust safeguard mechanism allows both parties to adopt appropriate measures in situations where imports may cause adverse effects. This provision provides a safety net, protecting domestic industries from potential harm due to increased trade.
The enhanced trade flows principle aims to facilitate the movement of goods and services between the EU and Ukraine. This is achieved through improved customs procedures and streamlined trade regulations.
The new trade deal also establishes a long-term, predictable, and reciprocal framework for Ukraine's accession process. Ukraine is expected to report every year on its progress in aligning to EU production standards.
In addition, both sides will collaborate on measures to help Ukrainian exporters access traditional markets in third countries. This collaboration is intended to boost Ukrainian exports and foster economic growth.
The revised agreement strikes a balance between supporting Ukraine's trade with the EU and considering the sensitivities of certain EU agricultural sectors. For the most sensitive items like sugar, poultry, eggs, wheat, maize, and honey, there are only modest increases compared to the original DCFTA.
Subject to final legal revisions, the EU and Ukraine will proceed with the formal endorsement processes for the reviewed DCFTA. The formal endorsement of the agreement will involve respective procedures for both the EU and Ukraine. Member States and the European Parliament will be informed about the details of the agreement in the coming days.
The Commission believes the reviewed DCFTA will be beneficial for both sides, providing a framework for long-term economic certainty and stable trade relations. The new trade deal involves both parties in the formal endorsement processes, signifying a shared commitment to the partnership.
While specific details about the agreement's official adoption date and the position of EU Agriculture Commissioner Christophe Hansen in the negotiation process are not yet available, the technical elements of the agreement will now be fine-tuned in preparation for the final legal revisions.
