Expansion of Essential U.S. Minerals: Inclusion of 51 Additional Commodities in 2025
The United States has announced a comprehensive 2025 Critical Minerals Strategy, a move aimed at bolstering domestic capabilities and enhancing international relationships in strategic sectors vital to the US economy. This expanded list includes copper, lead, silver, silicon, and potash for the first time.

This includes programs targeting recovery from electronic waste, incentives for designing products with material recovery in mind, support for specialized recycling technologies, and research into separation processes for mixed materials.
The strategy also prioritizes several pathways to increase domestic mineral production, such as advanced geological surveys, reprocessing of mine tailings and waste, development of extraction methods for previously uneconomic deposits, and support for innovative mineral separation technologies.
To diversify international supply relationships, the strategy proposes mineral security alliances, investing in processing capacity in countries with strong mining sectors, creating mineral trade agreements with reciprocal access provisions, and establishing joint technology initiatives with allied nations.
High capital costs, long lead times for permitting and construction, technical complexity of processing to required purity levels, competition with established international suppliers, and policy implementation difficulties are some of the challenges facing the US critical minerals expansion. However, the strategy is being implemented within a framework of massive federal initiatives, including nearly $1 billion from the Department of Energy for mining, processing, and manufacturing.
The strategy also includes funding for lower-impact extraction technologies, research into biological processes, support for energy-efficient processing methods, and requirements for comprehensive site restoration. Furthermore, regulatory changes are being implemented to accelerate domestic mineral development, such as streamlined permitting, interagency coordination, preferential procurement, and strategic stockpiling of highest-risk minerals.

Over the longer term, the strategy aims to reduce import dependencies for key manufacturing inputs, develop domestic processing capabilities for multiple minerals, create specialized jobs in mining, processing, and manufacturing, and enhance resilience against supply disruptions.
