The International Boxing Association (IBA) has made a controversial decision to exclude Imane Khelif and Lin Yu-ting from the 2023 World Championships, citing unexplained gender tests. This decision, however, has been deemed "arbitrary" and without proper procedure by the International Olympic Committee (IOC).
The IOC, which took responsibility for organising the boxing tournaments in the 2024 Paris Olympics and the 2028 Los Angeles Olympics, recognised World Boxing as a partner in February 2023. The recent developments surrounding the issue of gender eligibility in boxing have sparked discussions involving legal, social, and sporting aspects.
In light of these controversies, the World Boxing organisation has confirmed the introduction of gender tests for the upcoming World Championships in Liverpool. All female boxers competing in the women's category from September 4th to 14th will be required to undergo these tests. The purpose of these tests is to ensure the safety of all participants and create equal competitive conditions for men and women.
The new guidelines, effective immediately, aim to ensure fair and safe competition for all participants in the World Championships. The expert group that developed these guidelines was formed internally by World Boxing after consulting with experts, as part of their initiative to ensure fair and safe competition following experiences at the 2024 Summer Olympics and consultations within the organisation.
The guidelines state that all athletes over 18 years old must undergo a PCR test or a functional, medically equivalent genetic screening test to determine their birth gender. The gender indicated in the passport is the determining factor for admission to the competitions, according to the IOC.
The IBA stated that both Khelif and Lin did not meet the participation criteria and had "competitive advantages compared to other female participants." However, the IOC has taken responsibility for organising the boxing tournaments in the 2024 Paris Olympics and has allowed Khelif and Lin to participate in the Paris Olympics, where they both won gold.
The future of Khelif's participation in the 2023 World Championships remains uncertain, as it is unclear whether she will undergo the test or potentially challenge the decision. The IBA's decision to exclude Khelif and Lin has sparked debate and calls for greater transparency and fairness in the application of these new guidelines.
