The Department of Finance has announced the completion of the tender for the electricity supply of state buildings for the years 2026 to 2028. This Europe-wide tender covered around 448 gigawatt hours of electricity annually, sufficient to power approximately 130,000 private households.

The tender, which began on January 1, 2026, is a significant step towards ensuring a sustainable energy supply and more climate protection. State Secretary of Finance, Gisela Splett, emphasised this, stating that central electricity procurement ensures a sustainable energy supply and more climate protection.

The tendered certified renewable energy comes exclusively from renewable sources: hydropower, wind power, and photovoltaics. The generating facilities for the tendered energy are not older than 20 years. This commitment to renewable energy sources places the state at the top in the federal comparison for electricity procurement tenders.

In a groundbreaking move, the new balancing group management will make the state's own photovoltaic systems even more usable. Excess electricity from photovoltaic systems on state buildings can be billed within the state's own electricity consumption due to the balancing group management. This not only increases the efficiency of the state's energy usage but also reduces external electricity purchases.

The specific prices for the delivery years are determined through a stock exchange-linked price formation in fixed time periods. The energy prices are oriented towards the spot market of the EEX electricity exchange. Transparent price surcharges for renewable energy and balancing group management are offered by the bidders, which include Axpo, Alpiq, and Statkraft.

It is worth noting that double marketing of the tendered energy is excluded. This ensures that the state receives the electricity directly from the generating facilities, eliminating any unnecessary intermediaries.

The balancing group management is a measure from the "Energy and Climate Protection Concept for State Properties 2030". For the first time, a balancing group management will be used for several tender lots, marking a significant step towards the state's energy efficiency and sustainability goals.

Baden-Württemberg achieved the most favorable electricity price for the delivery year 2025. The state's commitment to renewable energy and efficient energy management is evident in this achievement.
