In a move to ensure proper authorization and regulate media coverage, the Komi Republic's main region has passed legislation allowing professional photography and videography during mass events.
This decision comes as part of a broader legal framework governing mass events in Russia. The main legal basis for police activities during such events is Federal Law No. 3-FZ of 07 February 2011, titled "On Police." This law obligates the police to ensure the safety of citizens and maintain public order in various public places, including streets, squares, stadiums, parks, transport routes, stations, airports, and others.
Furthermore, Federal Law No. 54-FZ of 19 June 2004, "On Assemblies, Meetings, Demonstrations, Processions, and Picketing," and Federal Law No. 35-FZ of 06 March 2006, "On Counteracting Terrorism," also play significant roles in the regulation of mass events.
Another relevant law is Federal Law No. 114-FZ of 25 July 2002, "On Counteracting Extremist Activity." This law aims to prevent and punish acts of extremism that could potentially disrupt mass events.
In addition to these federal laws, a specific rule for conduct for spectators and participants in mass celebratory events on Stepanovsky Square was established by the Administration of the MO GO "Syktyvkar" RK on 21.06.2010 (No. 6/2749).
Moreover, Order of the Ministry of Internal Affairs of Russia No. 825 of 05.10.2013, "On Improving the Organization of Comprehensive Use of the Forces and Means of the OVD of Russia for Ensuring Law and Order on Streets and in Other Public Places," is a specific order relevant to mass events. This order outlines the improved methods for the police to maintain law and order during mass events.
It's important to note that police are not only responsible for ensuring safety and public order during mass events but also for working closely with local authorities and event organizers to achieve these goals. This collaboration is outlined in points 6 of Article 12 of Federal Law No. 3-FZ of 07 February 2011, "On Police."
With these new regulations in place, professional photographers and videographers can now capture the essence of mass events in the Komi Republic with the assurance of proper authorization and a safer environment for all participants.
