In light of the ongoing COVID-19 pandemic, the Young Union, a youth wing of the Christian Democratic Union (CDU), is calling for a swift constitutional amendment to allow for a digital party congress. The urgency for this amendment is emphasized by Tilman Kuban, the chairman of the Young Union, who made these statements to the "Rheinische Post" newspaper.

The postponement of the CDU party board election is due to the ongoing corona pandemic, with the party congress currently proposed to be postponed by six weeks to mid-January. Tilman Kuban believes the constitutional amendment could have been implemented earlier, and he is urging the CDU leadership to act quickly on this matter.

The Bundestag and Bundesrat have recently changed the party law to allow for digital resolutions, but not a digital board election. A clarification in the Basic Law that permits a digital election in exceptional cases, such as the pandemic, would dispel these concerns, according to CDU circles.

The call for a constitutional amendment is not a new initiative. Politicians Carmen Wegge (SPD) and Marco Wanderwitz (CDU) have already proposed a cross-party motion related to such issues. Their precise proposal on digital party conference voting is attributed to their initiative in the context of constitutional and political resilience reforms.

The Federal Ministry of the Interior has raised constitutional concerns about a digital board election. However, Tilman Kuban insists that the postponement of the party congress by six weeks does not yet disadvantage individual candidates.

The Young Union is also calling for a swift decision on the new date for the party congress at the federal board meeting on December 14. Additionally, the CDU may also decide on the further procedure at a federal board retreat on January 16.

The constitutional amendment, if passed, would allow for a digital party congress, providing clarity at the top of the CDU and addressing concerns raised during the pandemic. The Young Union believes that a swift decision on this matter is essential to ensure the democratic process continues uninterrupted.
