In a shocking turn of events, former Assistant Majority Leader Luis Arroyo, a Illinois House of Representatives member, has been accused of bribery in a case that involves a state senator, known in court documents as "CW-1".

According to the allegations, Arroyo offered CW-1 a monthly fee of $2,500 in exchange for his support for a sweepstakes bill in the state legislature. The bribe is said to have been handed to CW-1 in the form of a check, with the promise of more to come if he agreed to back the bill.

The identity of CW-1 remains unconfirmed, with sources suggesting that he could be a confidential witness or cooperating witness in Illinois bribery investigations. Arroyo's arrest in October came at a time when Governor J.B. Pritzker's capital plan, which includes a $45 billion investment in infrastructure over six years, was facing public scrutiny. The federal charges against three lawmakers who backed the plan, including Arroyo, have shaken the public faith in Pritzker's vision.

If implemented, the capital plan would transform Illinois into a major gambling state, with the plan including a gambling expansion package that authorized a major casino in Chicago, five smaller regional casinos, and legalized land-based and mobile sports betting, as well as increasing the number and maximum bet on video gambling machines.

VSS Inc., a sweepstakes company, hired Spartacus 3 to lobby the Chicago City Council "in connection with legislative action on a sweepstakes ordinance". Arroyo manages Chicago lobbying firm Spartacus 3.

CW-1, who was helping the FBI with its inquiries and was wearing a wire during the alleged bribery, has been cooperating with federal agents since 2016 in the hope of receiving leniency when he is ultimately sentenced for filing false federal income tax returns.
