A day earlier, on February 21, a German national was apprehended at the Bietingen / Thayngen border crossing. This individual had an outstanding arrest warrant issued by the Public Prosecutor's Office in Heilbronn, due to a penalty order issued by the Local Court of Bautzen in December 2023 for a violation of the compulsory motor vehicle insurance law abroad, amounting to €2,000.

The 52-year-old German national was unable to pay the fine on the spot and was taken to the Konstanz detention center to serve a 30-day substitute prison sentence.
