New Local Incident Commander Appointed in Flood-Prone Passau
Passau, a city known for its susceptibility to flooding, has appointed a new Local Incident Commander (LIC). On June 16, 2025, Florian Dillinger was officially presented with his certificate to become the LIC of Passau.
Florian Dillinger, who has been the City Fire Inspector of Passau since June 2024, has taken on the additional responsibility of being the Local Incident Commander. His appointment comes as a crucial step in ensuring the city is well-prepared to manage emergencies, particularly during flood seasons.
Dillinger's journey to this position began in 1999 when he joined the Passau fire department. Over the years, he has completed numerous training courses, including Breathing Apparatus Operator, Driver, Group Leader, Squad Leader, Instructor, Aerial Ladder Operator, Bandage Bearer, Introduction to Staff Work, and Refereeing. In 2016, he was appointed Deputy Squad Leader of FF Passau, City District Fire Brigade, and was promoted to Senior Firefighter in 2018.
In 2019, Dillinger embarked on a four-year training programme to become the City Fire Chief, which he completed in 2024. His dedication and expertise have made him a suitable candidate for the role of Local Incident Commander.
The Local Incident Commander plays a pivotal role in managing emergency situations in Passau. They coordinate all measures at the scene within the scope of their assignment and instructions from the disaster control authority and can issue orders to all deployed personnel.
In Passau, the Local Incident Commander has the support of the Local Incident Command Support Group - UG-LIC - of the City of Passau. This group consists of specifically trained members of the fire department who support the LIC.
According to the Bavarian Disaster Control Act (BayKSG), disaster control authorities in Passau must appoint suitable personnel in advance to manage incidents at the scene. In addition to Dillinger, the city currently has three other Local Incident Commanders. Two more Local Incident Commanders from the rescue service sector will be added to the City of Passau.
Mayor Jürgen Dupper presented the certificate to Florian Dillinger in a ceremony held in the Mayor's office. Dillinger's role as City Fire Inspector does not exclude his duties as Local Incident Commander, ensuring the city is well-equipped to handle emergencies from all angles.
Passau's flooding history underscores the importance of having a capable Local Incident Commander. With Dillinger at the helm, the city is ready to face the challenges that lie ahead.
