Fugitive Rampage Shooter Tobias R Captured in Colombia and Returned to Psychiatric Treatment

Tobias R, the rampage shooter from Ansbach, has been captured in Colombia and readmitted to psychiatric treatment. The man, who was convicted for a 2009 school rampage that injured 10 people, had escaped from a psychiatric hospital in Colombia three weeks ago.

According to his lawyer, Tobias R had made progress in his therapy. He had been regularly leaving the forensic psychiatry for day trips since the beginning of the year, which was part of his therapy. However, he did not return from an unaccompanied day trip three weeks ago, triggering an extensive search operation.

The initial investigation led to Munich, and a contact in the Bavarian state capital was being checked. Bavarian Interior Minister Joachim Herrmann praised the cooperation between Erlangen Criminal Police Inspectorate, the Bavarian State Criminal Police Office, and the Federal Criminal Police Office in locating the fugitive.

During his stay in Colombia, Tobias R met a woman over the internet. It is still unclear whether there is a connection between the man and the woman. The further stay of the man in the psychiatric hospital was ordered on July 4th of this year.

If everything had gone smoothly, Tobias R might have been released within two years. However, a new risk assessment will be carried out following the man's escape. A juvenile chamber had previously ordered his indefinite commitment to a psychiatric hospital, and there was a potential release plan that included a trial period, meaning he would have been formally under the measure but living at home.

There have been no incidents reported during these day trips, according to the public prosecutor's office. In 2010, Tobias R was sentenced to nine years in juvenile detention for attempted murder in 47 cases. He was brought back to Germany and then to Erlangen in the secure ward on the morning after his capture.

The clinic initially declined to comment on the potential withdrawal of easing measures and the new risk assessment. However, it is clear that the capture and return of Tobias R to psychiatric treatment is a significant development in the ongoing management of this dangerous individual.
