Panama Canal Announces Plans to Sell Two New Ports, Enhancing Competition
The sale of the Panama Ports Company's two ports, managed by CK Hutchinson Holdings, to BlackRock has stalled due to ongoing geopolitical tensions. However, the Panama Canal Authority (ACP) remains focused on increasing competition and capacity.
Ricaurte Vásquez Morales, CEO of the ACP, has expressed the need to boost container capacity and bring in more players for a level playing field. The ACP is aiming to increase competition by developing two new ports, and focusing on strategies to enhance services and accommodate the growing demand at the canal.
In July 2025, the Panama Canal reported an 8% rise in transits compared to June, with a total of 1,012 transits, as reported by Lloyd's List. This increase indicates a growing importance and usage of the canal.
Despite the stalled port sale, Ricaurte Vásquez Morales' recent statement to the Wall Street Journal suggests a shift in his stance regarding the BlackRock deal. He previously warned about the risk to the canal's neutrality, but now seems to be focusing on broader expansion strategies.
It is important to note that it is inaccurate to claim that China operates the Panama Canal; however, Chinese companies are involved in port operations. As for the Panama Canal Authority's ownership, a planned sale to Hutchison, a Hong Kong-based operator, has been put on hold. Under pressure, Panama has kept ownership, with Hutchison only operating the ports.
The ACP, under Ricaurte Vásquez Morales' leadership, is also aiming to create an equal playing field. He has stated that the facilities and terminals at the Panama Canal are experiencing significant demand, and a broader expansion strategy is necessary to enhance services.
Despite geopolitical tensions and stalled deals, the Panama Canal continues to be a vital global trade route, and the ACP is committed to ensuring its continued growth and development.
