Planned Limits on Heavy Transportation in Yakutsk Involving Weights over 8 Tons
The City Administration of Yakutsk has announced temporary restrictions on heavy vehicle movement on public roads within the city limits for the spring-summer period of 2024. These restrictions, which come from the Transport and Road Management Department of the DGTU OA of Yakutsk City, are aimed at addressing the decrease in the bearing capacity of the constructive elements of the roads caused by their overmoistening during adverse natural and climatic conditions.
The restrictions will be in effect from May 2 to May 31, 2024, for heavy vehicles with a gross weight exceeding 8 tons (with or without cargo). From June 1 to August 31, 2024, a temporary restriction on the movement of heavy vehicles with a weight exceeding the allowable mass of the vehicle, established on the territory of the Russian Federation, may be imposed on the roads of the Yakutsk city district.
However, there are several exceptions to these restrictions. The restrictions do not apply to transportation of children by vehicles belonging to preschool educational organizations, general educational organizations, additional education organizations for children. They also do not apply to transportation of seed fund, mineral and organic fertilizers, plant protection products, all types of feed for farm animals, grain and livestock.
Additionally, the restrictions do not apply to transportation of food products, medicinal preparations, fuel, mail and postal cargo, public passenger transport along established routes, including intercity passenger transport for the needs of enterprises, vehicles of federal executive bodies where military service is prescribed by federal law, specialized vehicles used for weight and dimension control of vehicles, transportation ensuring a favorable sanitary and epidemiological situation, such as removal of garbage, removal of liquid household waste, removal of sewage, elimination of fires on landfills, elimination of landfills, vehicles used for the purpose of ensuring the safety of human life and health, emergency situations, and the needs of the state and municipal services.
It is important to note that the City Administration of Yakutsk has not specified any alternatives for heavy vehicle transportation during the restricted periods. They have also not announced any plans for public transportation to accommodate the needs of residents and businesses during the restricted periods, nor have they announced any penalties for violating the temporary restrictions on heavy vehicle movement.
The authority responsible for suspending the movement restrictions for heavy vehicles on public roads in the city region of Yakutsk between May and August 2024 is not specified in the available search results. The additional restriction in the summer period will apply to heavy vehicles moving from 10:00 to 22:00, and will be imposed if there is a decrease in the bearing capacity of the constructive elements of the road, its sections with asphalt concrete covering at air temperature values above 32°C according to Roshydromet data.
This news comes as a measure to ensure the safety and maintenance of the city's roads during the spring-summer season, and residents and businesses are advised to plan their transportation accordingly.
