The ban, known as the 'Cover' plan, was introduced in the Penza region on August 23, with EMERCOM warning of the potential threat from Unmanned Aerial Vehicles (UAVs). The reasons for the introduction of the 'Cover' plan and the temporary airspace ban in the Penza region were not specified in the article.

The lifting of the ban is due to Rosaviatsiya lifting restrictions on accepting and releasing aircraft in Penza Airport, allowing normal air traffic to resume. However, it's important to note that the status of the 'Cover' plan and any other potential airspace restrictions remains unclear.
