PM Modi Delivers Sharp Message Against Countries Backing Terrorism at SCO Summit

On September 1, 2025, Prime Minister Narendra Modi addressed the Shanghai Cooperation Organisation (SCO) Summit, emphasising the importance of collective action against terrorism, radicalisation, and financing networks.

In his speech, PM Modi highlighted the challenge that terrorism poses for the entire humanity and questioned whether the open support for terrorism by certain countries could be ignored by the global community. His remarks appeared to be directed at Pakistan, without naming it, as he indirectly accused the country of sponsoring terrorism linked to the recent Pahalgam terror attack in Jammu and Kashmir.

PM Modi also criticised countries that circumvent international acceptance by openly supporting terrorism. Notably, he mentioned Pakistan and historically Iran, both of which have been designated as state sponsors of terrorism. He condemned the double standards that tolerate such support.

On the issue of trade, PM Modi addressed the move by President Donald Trump's administration to impose 50% tariffs on Indian exports. He stated that the tariffs were due to India's continued import of Russian crude, a decision that he did not explicitly condemn but did not defend either.

PM Modi also met with several world leaders during the SCO Summit, including Russian President Vladimir Putin, Maldives President Mohamed Muizzu, and Kazakhstan President Kassym-Jomart Tokayev. He held bilateral talks with Chinese President Xi Jinping for the first time on Chinese soil since the 2020 border clashes. Both leaders agreed that the boundary issue should not define overall ties.

Following the SCO Summit, PM Modi is set to hold high-stakes talks with Putin to discuss various bilateral issues. PM Modi also emphasised India's expectation that the SCO would play a central role in fostering collective action against terrorism, radicalisation, and financing networks.

Strong calls for a fairer global governance model and an end to geopolitical "bullying" were also made at the SCO Summit by multiple leaders, including Xi. PM Modi reiterated his stance that security, peace, and stability are essential for a country's progress and that India has taken the lead in the fight against terror outfits like Al-Qaeda and its associates.

The SCO Summit provided a platform for bilateral discussions, offering an opportunity for world leaders to address pressing global issues and work towards a more peaceful and prosperous future.
