Restoration of Forests: A Safeguard Measure for Ecological Preservation and Timber Needs

Italy is taking significant strides in its afforestation and reforestation efforts, as highlighted in a recent study by Legambiente, AzzeroCo2, and Compagnia delle Foreste. The study emphasises the potential of a 'productive planting' approach, which could create new added value and jobs in the forest bioeconomy.

Three cities, Bari, Messina, and Turin, are leading the charge, with Bari and Messina among the top cities with forestation interventions. Italy boasts a total of 2,403,866 trees across 3,089 hectares of land in 2023, a testament to the country's commitment to green initiatives.

Urban forestation, in particular, is considered one of the most effective solutions to combat climate change and mitigate its effects on the country's high hydrogeological risk. By 2024, over 35 urban forestation projects have been carried out with the economic backing of more than 50 companies committed to environmental causes. These projects not only contribute to biodiversity restoration but also deliver significant economic benefits, such as increased property values, improved urban aesthetics, and job creation linked to urban tree planting.

Regionally, significant efforts include programs in Calabria supported by innovations like the Fortrack system, which enhances sustainable forest management through digital tools. This focus on extra-urban plantations, alongside urban efforts, is driven by research institutions and EU-backed collaborations to address climate resilience, soil conservation, carbon sequestration, and labor efficiency.

The Segherie Urbane project is a future collaborative initiative aiming to synergize various stakeholders in forestry and environmental sectors to foster urban wood and forest economy. This approach enhances circular economy principles in urban and regional planning, supported by regulatory incentives that improve social, economic, and environmental resilience in local communities.

Italy's strong economic backdrop, ranking as the third-largest EU economy, provides a supportive environment for these green initiatives. Investments in environmental sustainability align with broader economic transformation goals, including combating climate change and facilitating technological innovation within forestry sectors. Collaborative research and mechanization innovations are key to improving planting efficiency and forest health, ensuring future forestation projects are both economically and ecologically viable.

The study also suggests considering the potential use of non-invasive exotic species in forestation interventions. Poplar cultivation, as noted by Conlegno, plays a key role in Italy's wood-based arboriculture and reforestation efforts. The study captures the economic impact of new "green infrastructure" in Italian regions.

However, the report also indicates a decrease in the surface area dedicated to planting, with 145,868 trees planted privately in 2023, representing a 14% decrease compared to the projects reported in the 2022 report. In 2023, no new plantations funded by regional funds were reported in seven regions: Abruzzo, Campania, Lazio, Lombardy, Tuscany, Calabria, and Molise.

The economic benefits of these initiatives are substantial. Afforestation and reforestation projects are estimated to provide an annual benefit of 16,126,937.49 euros for each year of their life. Forests ensure the availability of biodiversity and the functioning of forest ecosystems for future generations, with an estimated contribution of 2,342.5 euros per hectare per year. The impact on sustainable tourism and cultural activities is valued at 639.2 euros per hectare per year.

In mitigating extreme climate events and regulating air and soil quality, these initiatives contribute 2,202.9 euros per hectare per year. Massimiliano Bedogna, the president of Conlegno, emphasises the potential for this approach to secure Italy's wood harvesting rate and reduce imports.

In conclusion, Italy's afforestation and reforestation efforts are characterised by a mix of urban and extra-urban plantations supported by a blend of private funding, public collaboration, and technological innovation. These initiatives offer significant economic benefits while addressing climate change, biodiversity loss, and promoting sustainable development. The fourth edition of the Forest Atlas notes that there were 291 major new plantation projects across the national territory in 2023, indicating a promising future for Italy's green initiatives.
