Russia anticipates continued negotiations with Ukraine, contingent on territorial adjustments, according to Lavrov's statement
Russian Foreign Minister Proposes Comprehensive Security System for Eurasia
Russian Foreign Minister Sergei Lavrov has proposed a comprehensive security system that would cover both Russia and Ukraine, and be an integral component of a pan-continental security architecture across Eurasia.
Speaking to Russia's Interfax news agency, Lavrov insisted that peace cannot be achieved in isolation and a comprehensive system of security guarantees must be developed to ensure stability in the region. He linked Russia's demands regarding the conflict with Ukraine to a broader vision for Eurasian stability.
The security arrangement proposed by Lavrov is based on what Moscow terms "equal and indivisible security" across Eurasia. According to Lavrov, such a security framework should serve as an integral component of a pan-continental security architecture across Eurasia, extending beyond just Russia and Ukraine.
Lavrov argued that the "new territorial realities" between Russia and Ukraine should be recognized and enshrined in international legal documents. Without acknowledging these realities, he believes, any durable and lasting settlement between the two countries would be impossible.
In addition, Lavrov positioned the issue as part of a wider regional order, and Moscow terms this pan-continental security architecture as "equal and indivisible security." The peace efforts, as per Lavrov's belief, require the development of a comprehensive system of security guarantees that covers both Russia and Ukraine.
Russian President Vladimir Putin announced that the recognition and formal embedding of the so-called "new territorial realities" in international legal documents must be a necessary prerequisite for a lasting and sustainable solution to the conflicts in Eastern Europe. Lavrov's remarks were published on Wednesday.
Lavrov's proposal for a comprehensive security system across Eurasia is intended to provide a framework for peace and stability in the region, and to address the complex challenges faced by the countries in the region. The security framework suggested by Lavrov should be an integral component of a pan-continental security architecture across Eurasia, according to Lavrov. Without addressing the new territorial realities and creating a new balance of security, according to Lavrov, peace efforts would lack credibility and permanence.
