Simplified IT Infrastructure for Streamlined Administrative Procedures
In a significant move towards digital transformation, the city of Hamburg has ratified the state treaty for the National-Once-Only-Technical-System (NOOTS), making it one of the first federal states to do so. This initiative is part of a broader, nationwide effort to modernize and network 51 administrative registers by 2028.
The central prerequisite for this digital transformation is NOOTS, a system managed by bundesdruckerei.de. This system is designed to link data evidence and retrieve it independently, making it a crucial component of the registry modernization project.
The first modernization step of this project involves networking the top 18 registers this year. These include registration and vehicle registration offices, among others. This step aims to reduce the need for multiple applications and decrease error sources through automation.
Citizens will benefit significantly from this project, as they will be able to provide their data once in an EU country, making it usable for authorities throughout Europe through EU-OOTS. This means that citizens will no longer need to repeat the same process in different countries, streamlining administrative procedures.
The registry modernization project is overseen by digitale-verwaltung.de, and the press release was published on hamburg.de. The project aligns with Hamburg's new digital strategy, which includes 6 key points, although the specifics of these points were not provided in the article.
The campaign for digitized administration in Hamburg is a new initiative, but it is not the only one in Germany. The goal of the registry modernization project is to network 51 administrative registers by 2028, making Germany's administration more efficient and modern.
It is worth noting that the institution responsible for the Europe-wide integration of the National Once-Only Technical System into the European Once-Only Technical System is the European Commission. The European Commission coordinates the implementation within the framework of the European Digital Government Ecosystem, supported by consortia responsible for delivery tasks, under the mandates such as those related to eIDAS regulation and European Trust Infrastructure.
In the long term, NOOTS is planned to be integrated into the European Once-Only-Technical-System (EU-OOTS), further enhancing the exchange of evidence across Europe. Paulo Kalkhake from GovTecHH has been a subject of discussion in one of the articles related to this topic, highlighting the importance and impact of this project on the digital transformation of German administration.
