Social change advocated - calls for reductions across sectors
In a series of statements, Chancellor Friedrich Merz and Parliamentary Business Manager of the SPD Bundestag faction, Johannes Fechner, have outlined their plans for reforms in Germany. The focus is on urgent reforms of social systems, with a particular emphasis on the health, care, and pension insurance systems.
Chancellor Merz has emphasized the need for these reforms to ensure these systems remain performance-capable and do not become overwhelmed in the future. He has also called for austerity measures to prevent the expenditure of public budgets from growing indefinitely.
The black-red coalition, which comprises Merz's Christian Democratic Union (CDU) and the Social Democratic Party (SPD), is targeting several legislative projects in the fall for these reforms. The plans include savings in social benefits, especially citizen's money (Bürgergeld), with tighter participation obligations under discussion.
However, Fechner has urged the Chancellor to adhere to the agreement reached in Würzburg, which emphasizes factual discussions on upcoming reforms. The SPD sees a need for social political reform but prefers factual discussions over quick headlines.
Merz has stated that changes are necessary to increase employment and growth. He also highlighted the importance of addressing social security systems and strengthening personal responsibility as part of these reforms. The Chancellor has announced a regulation for debt relief of particularly affected municipalities, effective from early 2026.
The CDU leader asserted that the current system cannot be financed with what is earned, and politics is responsible for this. However, the SPD has expressed criticism against the Chancellor's statements on social reforms, particularly in the context of the recent retreat in Würzburg.
Moreover, Merz indicated that these reforms will involve difficult decisions and potential cuts. He also emphasized the need to maintain democracy, stating that if it is compromised in municipalities, it goes first. A regulation aims to prevent municipalities from becoming incapable of action and guaranteeing basic public services.
The black-red coalition plans to propose longer-term reforms by a commission, while tax increases on top earners and wealth have been debated but met with opposition from the CDU leadership. The Chancellor has stated that the government aims to change this and ensure prosperity and secure jobs for the younger generation.
