Struggling Kendall confronts critical challenge to revive ailing AI policy of the UK
In the realm of artificial intelligence (AI), Britain finds itself at a crossroads, with the Labour government's pledge to introduce binding legislation for AI models met with growing scrutiny.
According to recent surveys, business executives remain optimistic about the UK's potential as an AI hub, with 62% viewing it as a more attractive base than Europe. However, regulatory uncertainty looms large as one of the biggest drags on growth.
The Artificial Intelligence Safety Institute (AISI), launched under the previous Conservative government, has garnered widespread public support for statutory regulatory powers. Yet, the AISI, currently lacking such authority, continues to operate without the necessary backing.
The call for AI regulation is echoed by Nobel Prize winners, top scientists, and AI chief executives, who share concerns about potential dangers posed by AI. Britain, however, faces mounting criticism for not delivering on its commitment to binding AI regulation.
As the debate rages on, the government has yet to publish even a consultation on AI regulation, a year into its tenure. This delay has not gone unnoticed, with Peter Kyle, the former tech secretary, moving to the Department for Business amidst criticism for Labour's failure to deliver on AI regulation.
In the anticipated restructuring under Keir Starmer, the position of Minister for Science and Technology remains uncertain. Liz Kendall is expected to replace Kyle as science and tech secretary, but the specifics of the new arrangement are yet to be clarified.
The public, meanwhile, shows unwavering support for AI regulation. Nearly four in five Brits back the creation of a UK AI regulator, according to recent polling by YouGov. The public also expresses a desire for audits of powerful AI systems, pre-approval before training frontier models, and the power to shut down unsafe AI.
The concern extends beyond the general public, with Steven Adler, a former OpenAI researcher turned whistleblower, warning about internal pressures in labs that work against clear discussion of AI dangers.
Regulatory bodies such as Ofgem and the Civil Aviation Authority (CAA) are moving forward with AI trials, backed by £2.7m in funding. However, the lack of a clear regulatory framework raises questions about the responsible use of these tools.
Ben Bilsland of RSM UK argues that while streamlining AI approvals is welcome, there's a danger of overselling what AI can deliver. He emphasises the need for regulators to have the resources and independence to use these tools responsibly.
As the debate continues, the urgency for AI regulation remains palpable. The potential risks associated with AI are too significant to ignore, and it is crucial that the UK government addresses these concerns to maintain its position as a global leader in technology and innovation.
