The number of reported homicides in Chester from January 2024 to June 2024 was 15, while during the comparable time in 2025, it was 7.

Similarly, the number of reported assault cases has dropped significantly. From January 2024 to June 2024, there were 121 reported assault cases, while during the same period in 2025, there were only 32.

The Chester Police Department, under the leadership of Commissioner Katrina Blackwell, has been instrumental in these efforts. Commissioner Blackwell attributes the decline in homicides to networking, collaboration, and partnership.

However, the city's progress in crime reduction has been contrasted by events in Washington, D.C. where the Trump administration mobilized the National Guard, took over the Metropolitan Police Department, and threatened to conduct similar actions in other major cities.

Commissioner Blackwell has criticized these actions, stating that they take away from the relationship that people have built with the community and the police department.

In addition to law enforcement initiatives, city officials have also orchestrated violence prevention phone calls and engaged with local nonprofits to host community events. Chester Mayor Roots has credited organisations such as Making a Change Group and their Gun Violence Intervention Network and Empowerment initiative for providing outreach during instances of conflict.
