Woman Arrested for Alleged Animal Cruelty in Harris County

In a shocking incident that has sparked widespread outrage, a woman named Lucie Siewe, 49, was arrested and charged with two counts of animal cruelty in Harris County. The arrest took place at Siewe's home in Humble on a Friday, following an incident near Lake Houston.

According to Constable Alan Rosen, the woman's actions were criminal and she had acted in a manner that was far from acceptable when it comes to treating animals. The incident was captured on video by a witness, who shared the footage with Harris Constable Alan Rosen's Office.

The video shows a woman leaving a 3-month-old kitten and food on the roadway near Lake Houston, then driving off and running the kitten over. As a result, the kitten suffered from broken bones and internal injuries, authorities say.

The kitten was left along a road near FM 1960 and Crosby Huffman Road in late July. Thankfully, it was found and is now recovering with the Houston Society for the Prevention of Cruelty to Animals (HSPCA) after undergoing surgery and treatment for multiple bone fractures and a deep leg wound.

The Harris County Constable Precinct 1's Office was assisted by the HSPCA in this case. The arrest was conducted by deputies with Constable Precinct One's Animal Cruelty Unit.

Constable Alan Rosen expressed concern that the woman did not want the kitten and should have found alternative ways for it to be adopted. He stated that there are right ways and wrong ways to treat animals, and the woman's actions were clearly wrong.
