The Social Security Administration (SSA) has been in the spotlight recently, with the tenure of acting commissioner Lee Dudek making headlines. Dudek, who was elevated to the position with little or no vetting, found himself thrust into the public eye for the first time after being placed on administrative leave.

During his brief stint as acting commissioner, Dudek became a central figure in the controversy surrounding the DOGE team, a group of tech-oriented individuals tasked with improving the efficiency of the SSA. The DOGE team prioritized scoring quick wins, especially about an essentially nonexistent form of fraud, while neglecting systemic change.

The DOGE philosophy has been embraced by the current Commissioner of the SSA, Frank Bisignano. Under his direction, SSA has implemented leadership and organizational changes to enhance performance and reduce wait times for services. However, the DOGE team's approach was met with resistance from many agency officials, who were put off by the DOGErs' peremptory orders and pressure tactics.

One of the most controversial actions taken by the DOGE team was the cancellation of two contracts that the SSA had with the state of Maine. This decision would have impeded government efficiency and likely caused benefits to continue to be sent to thousands of Mainers after they've died.

During his tenure, Dudek sensed growing tension and received anonymous death threats. Despite this, he continued to work, attempting to navigate the challenging environment created by the DOGE team.

The core software of the SSA dates back to the early 1980s, making modernization a critical issue. However, the DOGE team did not prioritize this, instead focusing on tactics that often proved misguided. For instance, they ignored proposed solutions to combat phone fraud and instructed the SSA to end all claims and direct-deposit transactions by phone, making beneficiaries verify their identities through an often-confusing web portal or by traveling to a field office.

Dudek's behaviour during his time as acting commissioner was controversial. He ran executive meetings in a bombastic fashion and sent insulting full-staff emails. However, as time went on, Dudek began to realise that the problem wasn't primarily the young DOGErs. It was the senior leaders who were issuing orders without heeding what the young DOGErs were learning.

The story of Dudek's tenure as acting commissioner of the SSA is a complex one, filled with tension and controversy. As the SSA continues to navigate the challenges of modernization and efficiency, the lessons learned from this period will undoubtedly play a significant role in shaping its future.
