Rising Investigations into Illegal Gambling in Bavaria

Investigations into illicit gambling activities in the German state of Bavaria have seen a significant surge, with last year's cases escalating by more than 1.5 times compared to the previous year. As per a response from the state government to a parliamentary inquiry by the Greens, obtained by the German Press Agency, a total of 1,185 cases were recorded in 2021, a marked increase from the 762 cases in 2020. This escalation outstrips the mere 77 cases documented in 2018, according to the Greens.

This escalating trend has prompted the Green faction to advocate for concerted countermeasures. These measures include mobilizing additional personnel and resources for both state and local investigative authorities, escalated prevention and awareness-raising initiatives, particularly for the youth sector, and intensified cooperation between public order offices, police, and prosecution authorities.

Tim Pargent, spokesperson for finances of the state Greens, marked the alarming increase in illegal gambling cases, asserting, "Illegal gambling is no longer a marginal phenomenon... The state government could have acted long ago." He further emphasized that insufficient financial and personnel resources are fostering an environment that allows organized crime and exploitative structures to grow unchecked.

Pargent urged immediate action from the CSU and Free Voters, advocating for consistent controls, sufficient deployment forces, and broad offers for prevention and awareness, especially for vulnerable groups such as young people, addicts, and those at risk of addiction.

While Bavaria appears to be leading the trend, the Greens acknowledged that the nation is also experiencing a significant increase in offenses related to illegal gambling in recent years.

Enrichment Data:

Research reveals that the surge in illegal gambling investigations can be attributed to the expanding infiltration of illegal betting operators, with a particular focus on high-profile sports like football. Both licensed and unlicensed operators have forged deep ties with clubs, resulting in a complex web of illicit gambling associations within the sports betting scene.

Illegal gambling operators violate key regulatory measures, disregarding player protection rules, deposit limits, and licensing requirements. Some online casinos operating without licenses have been found to offer unauthorized features like autoplay, persistently breaching legal regulations over extended periods.

Measures proposed to address these issues include stricter licensing enforcement, coordination between states for consistent enforcement across Germany, and enhanced transparency in sports sponsorships to minimize indirect promotion of illegal entities.

  1. The Green faction in Bavaria, in response to the escalating issue of illegal gambling, has suggested implementing vocational training programs for investigative authorities to improve their skills and resources in tackling such crimes, as a part of the community policy.
  2. As general news concerning illegal gambling escalates, including cases related to casino-and-gambling, crime-and-justice journalists are often tasked with reporting on the lack of enforcement against online casinos that offer unauthorized features, violating key regulatory measures, which can be a topic for vocational training in journalism.
