VTB's Deputy President Discusses PPP Projects for University Campus Development

At the Eastern Economic Forum-2025, Vitaly Sergeichuk, VTB's Deputy President, highlighted the bank's involvement in Public-Private Partnership (PPP) projects, particularly in the development of university campuses.

Sergeichuk referred to a new trend in PPP projects, stating that social infrastructure, such as university campuses, is no different from roads or airports in terms of project structuring and financing. He emphasised that the key in these projects lies in understanding what can be sources of repayment and what can be commercialized.

The development of university campuses is a significant focus in the Far East, which is second in the country for building and developing such facilities. The Chelyabinsk campus, for instance, has already attracted private investment through PPP agreements with VTB. Although the specific institutions that have rented spaces within the campus are not publicly specified, all spaces have already been allocated between companies and scientific institutions for applied labs and facilities.

VTB has been instrumental in PPP projects, having attracted over a trillion rubles in such initiatives. However, no specific social infrastructure projects that VTB is involved in were detailed.

The development of university campuses serves as a platform for the further development of scientific and technological potential in the regions and several industries. This is evident in the example of the Far Eastern Federal University, which has been developed under PPP agreements.

Sergeichuk mentioned that there is a significant demand from the state for such projects, indicating a promising future for the partnership between the state and private capital in the development of Russia's social infrastructure.
