Warrant Issued and Executed for Suspect Tried to Join the Terrorist Group Islamic State (IS), under Criminal Investigation for Foreign Terrorism Activities

The investigations leading to this decision began on August 2, 2025, when Mamdouh A. was taken into police custody in Cologne. The Federal Prosecutor General, based in Brauerstr. 307, 6135 Karlsruhe, brought Mamdouh A. before the investigating judge of the Federal Court of Justice on August 19, 2025.

According to the arrest warrant, Mamdouh A. is strongly suspected of attempting to participate as a member in the terrorist organization ISIS (Islamic State). Investigations reveal that he had established contact with an alleged member of the organization via a messaging service in July 2025.

The charges against Mamdouh A. involve suspected membership in a terrorist organization abroad. The accusations are based on sections 129a, 129b, 22, and 23 para. 1 of the German Criminal Code (StGB). It is alleged that Mamdouh A. swore allegiance to the organization "Islamic State" (IS) and had plans to travel to Syria and carry out a suicide attack for the group.
