In a rapidly evolving European security landscape, the Annual Disarmament Report 2022 highlights both significant challenges and persistent efforts towards arms control, disarmament, and non-proliferation.

The report reveals a blend of rearmament and defence collaboration across Europe, as the continent seeks to reduce dependence on the US, particularly within NATO. This rearmament effort, driven by Russia’s aggression and shifting US policies, is aimed at developing strategic capabilities such as satellite-based intelligence, advanced weapon systems, and integrated command capabilities [1][3].

However, major treaties related to conventional arms control have weakened or become inoperative, notably the suspension of the Treaty on Conventional Armed Forces in Europe. On the nuclear front, the Treaty on the Prohibition of Nuclear Weapons (TPNW) is gradually shaping a humanitarian-centered disarmament policy, focusing on victim assistance, trust funds, and gender frameworks. Yet, global political conditions remain difficult; great powers continue to enhance military capabilities, and the EU is simultaneously increasing military spending. Despite this, committed states, NGOs, and civil society remain engaged in pursuing disarmament goals, emphasizing the ethical imperative of nuclear disarmament amid a challenging international environment [2].

The EU is actively supporting the International Atomic Energy Agency (IAEA) to bolster nuclear security, particularly in Ukraine due to risks posed by Russian actions. It has also concluded cooperation agreements with organizations like the OPCW to combat chemical weapons use, especially linked to Russia and Syria. The EU promotes biological safety and security and reinforces export controls to prevent proliferation of weapons of mass destruction (WMD) [5].

Ongoing conflicts and geopolitical polarizations, including Russia’s war on Ukraine and crises in the Middle East, continue to strain non-proliferation frameworks. The tensions and deteriorated treaty frameworks underscore increasing complexities for arms control, underscoring that sustaining and advancing disarmament and non-proliferation now requires innovative governance, renewed multilateral cooperation, and balancing deterrence with the humanitarian imperatives reflected in treaties like the TPNW [1][2][3][5].

In other news, the federal government has submitted applications to continue the participation of the German Armed Forces in various international missions, including the UNIFIL mission in Lebanon and the EU-led security operation in Bosnia and Herzegovina, EUFOR ALTHEA. The German Armed Forces have been engaged in these missions since 2006 and 2004, respectively [6][7].
