In a significant move, Portugal's Prime Minister and leader of the Social Democratic Party (PSD), Luís Montenegro, has announced a new initiative to boost the housing sector. This announcement was made at the closing of the PSD's Summer University held in Castelo de Vide, Portalegre.

Montenegro outlined the government's ambitious plans to overcome the giant challenge in the housing area. Central to these plans is a credit line of over 1.3 billion euros that will be signed next Thursday with the European Investment Bank (BEI) for affordable housing.

The Prime Minister also revealed the government's intention to create a single digital file for certified property documents. This digital file will gather "all certified documents of the property", aiming to streamline the process and promote transparency in the housing market.

In addition, the government plans to transfer State property with no justification for use by public entities to Estamo, the company that manages the State's real estate. The name of the person leading Estamo, however, remains undisclosed.

Political leader André Ventura of Chega has expressed support for the reduction of bureaucracy measures announced by Montenegro, but finds them "absolutely insufficient". Ventura called for public housing investment for the middle class struggling with housing expenses, describing current housing expenses as a brutality for families.

Ventura also insists that the 2026 State Budget reflects a change of spirit in housing policy. However, his party leader finds the measures announced by Montenegro "too little, too late".

In a related story, Montenegro has refused to negotiate the 2026 State Budget with "ultimatums or red lines". This stance indicates a firm commitment to the government's housing initiatives, despite opposition from some political parties.

As the government moves forward with its plans, it remains to be seen how these initiatives will impact the housing market and the lives of Portuguese families. The signing of the credit line with the BEI next Thursday and the implementation of the digital file for property documents are key steps in this process.
