Young adult indicted for the drowning of a 13-year-old individual with autism.
In the small town of Marinette, Wisconsin, a tragic incident has shaken the community. On August 20, 13-year-old Jakob Bowerman was found unresponsive in the water at Menekaunee Harbor Boat Launch. Despite immediate efforts to revive him, Jakob was later pronounced dead on August 23, after being taken to Aurora Medical Center and then St. Vincent's Hospital in Green Bay.
The Marinette County authorities have charged Tylor Robert Birch, another teenager, with second-degree reckless homicide in connection with Jakob's death. According to the criminal complaint, Birch and another individual initially claimed that Jakob had voluntarily jumped into the water. However, further investigations revealed that this was not the case. Birch and the other individual later admitted to throwing Jakob in the water during horseplay, despite knowing he could not swim.
The preliminary report from the Marinette County medical examiner lists the cause of death as drowning. The incident has also brought to light allegations of bullying. Jakob's mother stated that the boys, including Birch, had previously bullied Jakob, who was afraid of deep water.
Birch was arrested on August 21 and ordered to have no alcohol or controlled substances, no contact by any means with the victim's family, including through social media, no contact with anyone under the age of 18, and no contact with the other individual involved in the incident. The maximum penalty for the charge is 25 years imprisonment and/or a $100,000 fine.
The judge set a $500,000 cash bond for Birch, and his next court hearing is scheduled for September 22, at 10:30 a.m. However, no information was provided about an autopsy being completed. Birch admitted to meeting the other individual at a homeless shelter in Menominee, Michigan, and allowing them to stay at his apartment.
